Recirculation can be unlocked at 9 Intelligence after unlocking Speculation and Precision Subroutines.

This perk only affects Smart Weapons.

Unlocking this perk causes you to restore 2 RAM units after neutralizing an enemy using a Smart Weapon. If the enemy is affected by quickhacks, it restores an additional RAM equal to 50% of the quickhacks total RAM cost.
