Pull! can be unlocked at 9 Cool after unlocking Focus.

This perk only affects Pistols, Revolvers, Precision Rifles, and Sniper Rifles.

Unlocking this perk makes shooting grenades out of the air easier and their explosions more powerful while Focus mode is active.
