The Night City Port Authority, also known as the Harbor Authority or the Harbormaster's Office, is the port authority of Night City.

History[]

1994 - 2020s[]

Established with the foundation of Night City in 1994, the Harbormaster's Office was in charge of the port of Night City, including the maritime district extending to San Morro Bay to the south. The Office handled shipping movements, assignment of facilities and more; while the Night City Harbor Police, its agents, had jurisdiction over this area. Any vessels approaching the city had to contact with the Office before docking, and any information on the harbor and mooring fees were also provided by them.

During the 2000s, the Central Night City districts of Upper and East Marina were the maritime hub of Night City, and the headquarters for the Harbormaster's Office was located there as well. The port authority had also licensed the neighboring American Bar, though it was often under the surveillance of the NCPD and CIA rather than the Harbor Police. During the decade of the 2010s, the industrial sector in South Night City took over most of the maritime traffic of Night City. As such, the port authority increased their presence in the southern districts.

At some point between late 2018 and 2020, Harbor Police Captain Mahan Jones became the Harbormaster. He made the harbor authority and its police more independent to control "his" part of the city. He considered the bureaucracy of Night City irredeemably corrupted by corporations and the Mob, for that reason, he didn't tolerate any corruption in his institution. Due to how strict the harbor police was, the Night City government heavily disliked Jones, and tried numerous times to replace him with a "more cooperative officer," but never were successful.

By 2020, the city maintained a modern port area in South Night City, with most of its traffic being cargo container ships and hovercrafts, while passenger ships were almost never seen. On the other hand, the Marina districts to the north changed to hold less fishing facilities and more docks for private cargo ships, yatchs and warehouses. The increasing gunrunning during the previous years had also forced the Harbor Police to employ stringiest measures in an attempt to control the smuggling traffic. Of note, the gang known as the Water Rats was a headache for the maritime police. The San Morro Bay Cargo & Container Port was heavily patrolled by the Harbor Police, and for this reason it was rarely used to for smuggling.[1]

The port authority was still active in 2077.[2]

Night City Harbor Police[]

The Harbor Police is a small force separate from the Night City Police Department, and answer only to the Harbormaster. They are tasked with protecting the port areas of Night City, and have jurisdiction over the whole surrounding sea and waterfronts. The organization is described as a rough and independent lot, often being compared to a combat gang rather than a police force. They are known to strictly enforce the law, and will go to any extreme necessary to see that it is upheld.

Due to the areas they patrol, the Harbor Police often clashed with the NCPD whom, at least in 2020, they considered hopelessly corrupt. During that time, Harbormaster Mahan Jones, a former Harbor Police officer himself, considered the rest of the city unredeemable, and didn't allow any kind of similarities to happen in his own force. More than once both police forces had gone against each other due to the city's officers being bought off for very little while the extremely "unbribable" Harbor Police didn't.[1]
