El Norte Cartel (English: The North Cartel) is a Mexican cartel operating in Night City.

El Norte is a Mexican criminal organization that during the Time of the Red was establishing itself within Night City. Theresa Valentino, the city manager for Santo Domingo, was apparently connected to them, and it was rumored she had won her seat thanks to backing from the cartel.[1]
