Charter Hill is one of the sub-districts of Westbrook, located in eastern Night City.
Overview[]
Charter Hill is a relatively new and well maintained corporate district that was built from scratch during the Rebuilding period. It quickly became very popular among the upper class of Night City, this was before North Oak became hot within the next two decades. Nevertheless, most aspiring mid-level corpos work from sunrise to sunset in Westbrook or City Center, to then party in Japantown after a day's work to sleep off their hangovers in one of the apartments in Charter Hill. Each of them secretly dreams of becoming CEO of some corporation and moving to North Oak, but that doesn't stop them from burning each other in the hope of achieving that goal. If you see someone not suited up in corpo style, they're probably an up-and-coming artist, musician, or well-paid freelancer who's rich enough to turn their nose up a Little China or Wellsprings.[1]

CHARTER HILL
Charter Hill is known as a comfortable and relatively safe neighborhood for those who can afford it. It was re-built in the 40s during the Reconstruction. The new and swanky Charter Hill quickly became a go-to for Night City's elites, at least until North Oak overtook it as the most luxurious neighborhood. Most of Charter Hill's homes are occupied by middle-ranking corpos who bang their heads against their desks by day and get sloshed in bars by night. The other residents are made up of aspiring artists, entrepreneurs and any freelancer who makes enough to avoid renting a closet room in Little China or Wellsprings.[2]

While the gods-among-men of Night City relax in the pseudo-natural environs of North Oak, the mid-level executive 'suits' who live in Charter Hill get no reprieve from the brutal esthetics of corporate life. The high rise apartment towers of this district do not differ all that much in their basic style from the gargantuan office buildings of City Center; one can even imagine haggard corporate employees forgetting whether the elevator is whisking them home or to the office. That said, flats in Charter Hill are highly coveted and offer the best version of Night City life a mere mortal can realistically obtain: here, the city is relatively clean, well-policed and well-connected. To top it off, you have a clear view of North Oak to fuel your fantasies of what could be yours if you climbed to the top of the ladder. In the opposite direction the toxic dumping grounds of Arroyo feed nightmares of what awaits if you slip off.[3]
