If you are talking about CP2077 gameplay the answer is not. If you are talking about the RPGs in which you create your own character and yadayada then I'd say you can. Look at Adam Smasher. Basically you can replace almost any part of your body so you can be either taller and more muscular, or smaller and slimmer. As another example, Alt Cunningham is said to have changed much of herself too. Basically, to summarize, lorewise you can. In terms of the videogame gameplay, then no.
